Steve has been involved in managing rights of way for 17 years and is an expert in the development of access policy and practice, and an equally accomplished trainer and facilitator.

He has an MSc in Countryside Management and has worked at a range of levels in the public sector, from front-line officer and team manager in a unitary authority, to Secretary of State Appointed Member of a National Park. He is a Fellow of the Institute of Public Rights of Way Officers and edited its journal Waymark for four years. He is a leading trainer on access issues at Losehill Hall, the Peak District National Park Study Centre, and a module tutor for Sheffield Hallam University's MSc in rights of way and access management.

Stephen has long advocated better integration of rights of way with wider economic, environmental and social aspirations. The inclusion of ROWIPs and LAFs in the CROW Act 2000 provided an excellent opportunity for Stephen's unique blend of skills to help deliver the Act's national aspirations at a local level, for example by running 10 successful LAF workshops for clients including the Countryside Agency, Defra, highway authorities and national parks.

He also played a lead role in The Access Company's ROWIP Support Service contract for the Countryside Agency in 2004-2005, both by developing and running 16 workshops for officers and writing the "how to" signposting guides. In 2003, he also successfully delivered the ROWIP exemplar project on wider types of public access for City of York Council / Countryside Agency.

Stephen also works as access advisor to the Kennel Club, from whom he wrote 'You and Your Dog in the Countryside' in partnership with the Countryside Agency and English Nature.
